Employment is decided by what happens, not by what the contract says.
This is the part of a Türkiye operation where convenient arrangements are most often offered and most often fail. Turkish authorities look at who directs the work, whose instructions are followed and whose business benefits — and the answer to those questions is not changed by the heading on a document.
We recruit, administer, coordinate work permits and run the payroll process for your Türkiye operation. Where people genuinely work within our organisation delivering our service, they are ours to employ.
Where they would be working inside yours, you need a structure that can employ them — and we will say so rather than build something that looks convenient today.
Why we do not say "employer of record".
The term is used freely in this market and several providers advertise it for Türkiye. We are not using it, and the reason is not caution for its own sake.
What holds up here is a service relationship where we deliver a defined outcome with our own organisation. What is fragile is holding a payroll for people who, in substance, work under your direction, on your instructions, inside your business — because that is the arrangement an inspection is built to detect.
We have formal legal advice in progress on exactly where this line sits in Türkiye, and we will publish the detail when we have it. Until then we describe the arrangement accurately rather than adopting a label that sells more easily.
If a provider offers you a Türkiye employer-of-record arrangement, the question worth asking is which legal basis they are relying on, and whether they will put that answer in writing. It is a reasonable question and the answer tells you a lot.
Substance over form is not a slogan. It is the test the arrangement will actually be measured against.

The work of finding people, keeping the obligations correct, and making sure decisions taken quickly in another country do not create liabilities here.

Legal basisWork permits for foreign nationals are granted under International Labour Law No. 6735. Employment relationships, termination and severance sit in the Labour Law No. 4857. Social security obligations follow the applicable social insurance legislation.
The offer letter figure is not the cost.
Gross salary plus employer social security contributions and other statutory costs. The gap between the two is large enough to break a budget built on home-market ratios, and it is the first surprise for companies planning headcount from abroad.
We do not publish a multiplier. Rates and available incentives change, and a stale figure on a website is worse than no figure — it gets used in a plan. We build the number for your roles, at current rates, and tell you when it changes.
Questions we are actually asked.
The first one is the one this page exists to answer honestly.
Can you employ people for us — an employer-of-record arrangement?
We are deliberately careful here, and more careful than the market generally is. Employer-of-record models are marketed for Türkiye by several providers. Our position is that what holds up is a service relationship in which we deliver a defined outcome using our own organisation — not one where a payroll is held for people who, in substance, work under your direction and inside your business.
Turkish authorities assess substance over form. Where the reality is your direction, your instructions and your business benefit, relabelling the paperwork does not change what an inspection finds. We have formal legal advice in progress on exactly where that line sits and will publish the detail when we have it, rather than borrowing a label that sells better.
So what can you actually do about people?
Find them, administer them, keep the obligations correct and coordinate the payroll. Where the person is genuinely working within our organisation delivering our service, they are ours to employ. Where they would be working inside yours, you need a structure that can employ them — and we will tell you that rather than construct something that looks convenient now.
How long does a work permit take?
It depends on the role, the applicant's nationality, the completeness of the documents and the employing structure. Applications are made under International Labour Law No. 6735. We give you a timeline once we have the facts of your case rather than an average that may not describe it.
The more useful question is often whether the role needs an expatriate at all. Filling it locally is usually faster and cheaper, and sometimes better.
What does an employee actually cost?
Gross salary plus employer social security contributions and the other statutory costs on top. The difference between the gross figure in an offer letter and the total employer cost is significant, and it catches out companies budgeting from their home-market ratios.
We build the number for your case. We do not publish a multiplier, because the rates and the applicable incentives change and a stale figure on a website is worse than none.
What happens if we need to reduce headcount?
Severance, notice and the procedural requirements follow the reality of the employment relationship and its duration — not the wording chosen at the start. This is one of the areas where decisions taken quickly in another country create liabilities that surface much later.
Reducing an operation is a different exercise from closing one, and it is worth planning with the numbers in front of you.
Do you run the payroll yourselves?
Payroll and social security filings are run by the specialist provider, and the output is reconciled into the accounts and reported to your group in one place. What we hold is the coordination, the calendar and the accountability for it being right and on time.
Legislation named on this page: International Labour Force Law No. 6735 and Labour Law No. 4857. The Official Gazette date and issue for each is on the key figures page, read at source rather than restated here — a citation does not change, but a copy of the law goes stale.
